Human Resources Manager
CPC Integrated Health is a non-profit, community-based agency that has provided mental health and substance use services in Monmouth and Ocean counties for over 65 years. The agency has multiple locations and programs located throughout Monmouth County, including a special education school. The Human Resources Department is responsible for everything related to the employee experience including recruitment, onboarding, benefits, employee relations, compensation, payroll and working closely with supervisors to consistently and fairly administer HR related policies and procedures. The Manager of Human Resources reports to the Vice President of Human Resources and is an experienced, knowledgeable, people-oriented, hands-on, and confidential professional who will assist the Vice President of Human Resources in all aspects of the day-to-day operations of Huma Resources.
Key Responsibilities:
Recruitment - Conducts recruitment effort for all exempt and non-exempt staff, and temporary employees. Posting of open positions, responsible for recruitment advertising and the updating and maintenance of the applicant website, creating and maintaining dashboards.
Job Descriptions - Review, revise and update regularly to reflect the current and future needs of the organization in order to attract and retain the best talent.
Onboarding - Check references, generate offer letters and ensure all necessary paperwork and background checks are completed in a timely manner. Conducts New hire orientation upon hire and follows up in 90 and 120 days.
Benefits Administration - Work with VP of HR to provide education and guidance to staff regarding company benefit plans including health, dental, and vision. Manage open enrollment of benefit plans and field employee questions with timely assistance in mitigating discrepancies.
Payroll Administration - Work with VP of HR to make sure that employees are paid accurately and on time.
Workers Compensation - Collects first report of injury on all on-the-job injuries. Reports claims to insurance company and provides guidance to staff and manager regarding status/progress. Review claim with insurance company adjusters upon initial report. Liaison between employee and insurance company when necessary. Consults with VP of HR about any potential problems or issues with a claim. Enter all injuries and illnesses into data base. Maintain OSHA logs and report annually. Present at quarterly Environment of Care meeting workers compensation statistics and identify areas of concern and improvements made.
Leave Administration - Work with VP of HR to provide education and guidance to staff regarding leave policies and eligibility (Disability, FMLA, NJFLA, NJFLI, Personal, etc.). Administer leaves of absence, which includes but is not limited to providing required documentation, notices, and letters to staff by meeting in person, on the phone or both. Follow up with staff, as needed and follow up with employee's physicians, if necessary.
HRIS/Systems updates - Make sure that all data is entered in HRIS regarding employee status changes and updates to ensure employment files are accurate and up to date. Manages all functions related to the HRIS.
Site Surveys - Participates in site survey employee file reviews during audits.
Proactively works to resolve job-related concerns; performs internal complaint investigations along with VP of HR and VP of Risk Management.
Escalates appropriate employee relations issues to the VP of HR.
Ensures compliance with HR policies, procedures, protocols and ensures consistent practice.
Maintains knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance.
Assists VP of HR on special projects and performs other related tasks as directed.
Qualifications:
BA degree in human resources or related business field required, MA preferred.
SHRM-CP/SHRM-SCP, preferred
5-7 years of previous HR experience, preferrable in a supervisory role.
Experience in non-profit behavioral healthcare in NJ is preferred.
Experience with recruiting for health-care related staffing is preferred.
