POSITION SUMMARY:
The Vice President of Human Resources is responsible for the strategic alignment of Human Resources for Eastern Connecticut Health Network (ECHN). This position is responsible for developing and leading policies, programs, systems and relationships that support all acute care and corporate components of these health systems, including employee engagement efforts, employee and labor relations, HRIS, talent acquisition, compensation and performance management. Oversees the local implementation of benefits and workers compensation programs. Reports to the Sr. Vice President and CHRO for Prospect Medical Holdings and collaborates closely with the CEO and President of ECHN.
EDUCATION/CERTIFICATION:
· College degree with masters in related field preferred.
EXPERIENCE:
· Minimum of ten (10) years in a progressive leadership role.
· Broad business sense and understanding of all human resource functions including contemporary issues that impact the health care industry.
· Experience in change management, and demonstrated skills as a practical and mature leader with a sensitivity to the demands in health care and in creating opportunities for organizational change.
· Demonstrated experience in working strategically and hands on as required is expected in this role.
· Practical experience in labor relations and contract negotiations is required.

1. Strategically aligns PMH goals to the objectives of the health networks. Leads and directs the development and implementation of all related policies, programs and systems to support these objectives.
2. Provides counsel and leadership to the senior management and management teams to support the execution of the organization’s strategic goals.
3. Serves as a system leader while fostering teamwork, employee morale, motivation and open communication with all levels of employees and ensures that team members clearly understand and are held accountable for specific performance outcomes.
4. Works as a change agent to improve and streamline departmental operations and the operations of the organization through continuous assessment of work processes and program value.
5. Works effectively with committees, fostering progress of contemporary HR initiatives for the system that address manpower and financial needs.
6. Develops a working relationship with existing unionized employee groups and works to resolve issues or concerns in a consistent manner supported by policy and organizational directives.
7. Aligns work processes and programs to meet budget guidelines for the organization.
8. Utilizes HR skills to impact HR work process and program changes that move the organization forward and meet the changing needs of the health care work force.
9. Participates in any and all committee assignments as directed. Acts as a consistent representative for the health networks in the community and in CHA activities as required.
