Position Summary
Norway Health Center, a behavioral health clinic located in the heart of St. Paul, Minnesota, is seeking an experienced Human Resources Generalist (HGR) to provide operational HR support across the full employee lifecycle. This role plays a key part in supporting a positive workplace culture while ensuring strong compliance and consistent HR practices within a regulated healthcare environment.
The HRG supports core HR functions including recruitment, onboarding, employee relations, supervisor coaching, staff training, leave administration, and HR compliance. The position works closely with organizational leadership and clinical supervisors to promote consistent management practices, support employee development, and ensure compliance with Minnesota employment laws and Department of Human Services (DHS) workforce requirements.
This position may operate under a hybrid work model, allowing for a combination of on-site and remote work based on organizational needs. Regular on-site presence is required to support employee relations matters, onboarding activities, training facilitation, compliance documentation, and collaboration with clinical leadership. Remote work flexibility may be available and is subject to operational demands and leadership approval.

Essential Duties & Responsibilities but not limited to the following:
Recruitment & Hiring Support
Coordinate full-cycle recruitment for clinical and non-clinical roles.Draft and post job announcements aligned with licensure and DHS requirements.Screen resumes for minimum qualifications and credential alignment.Schedule interviews and coordinate interview logistics.Participate in interviews when appropriate.Conduct reference checks.Coordinate background studies through Minnesota DHS NETStudy.Prepare offer letters and onboarding documentation.Maintain applicant tracking records and recruitment files.Onboarding & Offboarding
Coordinate new hire onboarding process including, but not limited to:I-9 verificationPolicy acknowledgmentsHIPAA trainingClinical documentation expectationsVerify professional licenses and track renewal dates.Ensure completion of required training and compliance documentation.Maintain organized personnel files, and HRIS accuracy.Conduct exit interviews and coordinate offboarding documentation.Leader Coaching & Training Support
Provide day-to-day coaching to supervisors on:Performance documentationProgressive disciplineAttendance managementConduct concernsWorkplace communicationSupport managers in preparing for difficult employee conversations.Facilitate or coordinate HR-related trainings such as:Harassment preventionDocumentation best practicesLeave complianceWorkplace professionalismPolicy updatesPartner with leadership to identify training needs and support staff development.Promote consistent and equitable management practices across departments.Employee Relations Support
Provide guidance to supervisors on routine employee relations matters.Assist with documentation for performance improvement plans and corrective actions.Support workplace investigations under direction of HR Manager or leadership.Maintain confidentiality in sensitive employee matters.Promote consistent application of HR policies.Leave Administration & ADA Support
Administer and track employee leave including:FMLAMinnesota Earned Sick & Safe Time (ESST)Minnesota Paid Family & Medical Leave (effective 2026)Assist in coordinating the ADA interactive process.Track accommodation documentation and follow-up timelines.Maintain confidential medical files separate from personnel files.Unemployment & Employment Documentation
Respond to unemployment claims and fact-finding requests through MN DEED.Prepare documentation for hearings when needed.Ensure proper separation documentation is maintained.Compliance & Workforce Documentation
Ensure compliance with Minnesota and federal employment laws.Maintain accurate personnel files consistent with healthcare confidentiality standards.Support DHS background studies and workforce documentation requirements.Track license verifications and supervision documentation where required.Assist with internal audits and compliance reviews.HR Systems & Reporting
Maintain HRIS data accuracy.Track workforce metrics such as turnover and time-to-fill.Prepare HR reports for leadership as requested.Prepare, maintain all HR federal and state reports.Maintain employee handbook, contracts, and policy acknowledgment tracking.Other assignments as directed by the leadership team.
Qualifications
Required
Bachelor’s degree in Human Resources, Business, Healthcare Administration, or related field (or equivalent experience).2–5 years of HR experience.Knowledge of Minnesota employment law basics.Experience with recruitment and onboarding coordination.Strong organizational and documentation skills.Ability to manage multiple tasks in a fast-paced clinical environment.Preferred
Experience in behavioral health or healthcare settings.Leadership experience.Familiarity with Minnesota DHS background study system.Experience administering FMLA and ESST.SHRM-CP or PHR certification (or in progress).Compensation
Salary Range: $60,000 – $80,000 annually (commensurate with experience)
