The Human Resources Development Manager is a member of the Human Resources Division Leadership
Team and is responsible for managing and maintaining the Recruiting and Hiring and Training and
Development Systems. In addition, the HRD Manager sets the strategic direction for all recruiting, hiring,
and training procedures and directs the work of Specialists who perform recruiting and training tasks.
The incumbent is also responsible for annual business planning and for managing the departmental
budget.

▪ Develops and manages a strategic vision for the Human Resources Development Team, works to eliminate non-values added processes
▪ Writes annual (MBO) goals and objectives, develops action plans to ensure timely results, and holds Team Members accountable
▪ Sets clear expectations, evaluates Team Member job performance, and develops solutions to ensure business success
▪ Ensures that all recruiting and hiring processes represent the latest in “Best Practice” procedures, ensures that each step of the process is legally compliant
▪ Manages the annual Staffing Plan and produces routine recruiting and hiring reports
▪ Builds effective working relationships with Senior Managers, Managers, and Supervisors to ensure timely placement of qualified candidates
▪ Facilitates the contract temporary to full-time hiring process
▪ Manages the new hire on-boarding and orientation process
▪ Manages effective web based Applicant Tracking and Learning Management Systems, continually evaluates each systems value and recommends on-going system improvements
▪ Updates the Mobis web page ensuring the latest technology and professionalism
▪ Manages Mobis and College Career Day job fairs to ensure increased applicant flow
▪ Manages the annual training needs analysis process, ensures that job specific and leadership training is aligned with annual business objectives
▪ Establishes strategic direction for Team Member training and development, sets and manages training expectations and oversees reporting of quarterly training results
▪ Monitors new hire job assignments to ensure that each new salaried hire has a job specific training plan
▪ Participates in annual business planning to include budgeting, staffing, and organizational management
▪ Develops and manages an annual departmental budget, evaluates monthly spending, and ensures compliance with budget constraints
▪ Manages electronic time sheets in SAP, processes SAP approvals
▪ Collaborates with other HR Division Managers to ensure timely completion of annual goals

(This role operates within defined corporate policies and procedures and exercises judgment appropriate to its level of responsibility. The position may influence decisions related to functional operations, processes, or recommendations and escalate matters as required).

Required Education & Experience:
▪ Bachelor’s Degree Human Resources, Business Management or related field
▪ Three (3) or more years of supervisory experience
▪ Three (3) or more years of experience in managing recruiting and hiring systems
Required Knowledge, Skills, & Abilities:
▪ Proven ability to manage recruiting, hiring, orientation, and training processes
▪ Must be able to interpret and to apply current employment law principles
▪ Ability to develop, implement, and manage strategic plans
▪ Ability to establish performance expectations, develop, motivate, and inspire Team Members to achieve sound business results.

▪ Excellent written and verbal communication skills
▪ Proven interpersonal, communication, and time management skills
▪ Proven experience with Microsoft Word, Excel, and PowerPoint
Preferred Education & Experience:
▪ Master’s Degree in Human Resources, Business Management or related field
▪ SHRM or HRCI Professional Certification
▪ Experience with Human Resources Information Systems, SAP preferred
▪ Departmental budgeting experience
▪ Experience with Succession Planning Systems
▪ Previous experience with progressive disciplinary processes
▪ Previous HR experience in a fast paced industrial manufacturing environment
