POSITION OVERVIEW (non-exempt):
The HRIS & Payroll Specialist serves as the primary administrator for the Human Resources Information Systems (HRIS). This position is responsible for maintaining employee data integrity, optimizing HRIS functionality, generating workforce analytics and reports, supporting compensation and compliance initiatives, and providing technical HR system support across the organization. This position also serves as the designated backup payroll administrator and is responsible for independently processing payroll on a scheduled basis, typically at least one payroll cycle per month, to ensure continuity of operations, maintain process expertise, and provide coverage as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
HRIS Administration:
- Serve as the primary administrator for JCHC’s HRIS platforms (UKG/Kronos/Position Manager).
- Implement, modify and support timekeeping, HRIS and payroll software systems.
- Coordinate system upgrades, testing, troubleshooting, and implementation of new functionality.
- Develop end-user training materials and provide HRIS support to managers and employees.
- Maintain employee records, organizational structures, workflows, security access, and system configurations.
- Process employee job changes, compensation changes, promotions, transfers, and terminations within the HRIS.
- Create and maintain standard HR dashboards and workforce reports.
- Conduct routine data audits to ensure accuracy and integrity of employee information.
- Partner with vendors to resolve system issues and optimize system performance.
- Evaluate and recommend software solutions to improve operational efficiency and user experience.
Payroll Administration (Backup Payroll Responsibility):
- Serve as backup payroll administrator for the organization.
- Process payroll independently on a regular rotation, typically at least one payroll cycle each month.
- Ensure payroll accuracy through review and validation of time records, leave balances, earning codes, differentials, incentive payments and deductions.
- Assist with payroll audits and reconciliation.
- Maintain payroll system knowledge and regulatory compliance requirements.
- Provide payroll coverage during vacations, absences, peak workload periods, and emergencies.
- Respond to payroll-related employee questions when appropriate.
Compliance and Data Governance:
- Maintain confidentiality and security of employee information.
- Support federal and state compliance reporting requirements.
- Assist with: ACA reporting, EEO reporting, workforce analytics requests, wage & hour audits, other reports as needed.
- Ensure compliance with organizational policies and applicable employment regulations.
- Develop procedures to support HRIS and payroll compliance standards.
Project and Process Improvement Support:
- Lead HR/Payroll technology improvement initiatives.
- Identify opportunities to automate manual processes.
- Assist with integration projects involving payroll, benefits, timekeeping, recruitment, and onboarding systems.
- Develop standard operating procedures and user documentation.
General:
- Serves in different JCHC committees as needed.
- Other duties as assigned by Human Resources Director.
QUALIFICATIONS:
- Bachelor’s or associate degree in HR, Accounting, Business or Finance (or 4+ years of equivalent work experience) required
- Three (3) years of HRIS administration, payroll administration, or HR operations experience required (healthcare experience preferred)
- Strong analytical, problem-solving, and communication skills
- Knowledge of payroll laws & tax regulations required
- Knowledge of healthcare compliance standards preferred
