Overview:
Leads the strategic, operational, and systems-focused foundation of Talent Acquisition by managing requisition workflows, automated iCIMS processes, pre-hire documentation, background check oversight, onboarding coordination, and the overall new hire and acquired employee experience. Plays a key role in ensuring accurate, timely, compliant, and employee-centered execution across all automated TA and onboarding processes.
Responsibilities:
Leadership and Direction
- Receive broad instruction and guidance on key objectives.
- Seek direction as needed for complex assignments, workflow improvements, and escalations.
- Apply advanced operational techniques and judgment consistent with Bowman standards.
- Review work produced by direct reports for accuracy and process adherence.
- Supervise the Talent Operations team; delegate assignments and support development.
- Ensure alignment to the Talent Acquisition SOP and automated iCIMS workflows.
At the Operational and Company Level
- Act as the primary liaison between the Talent Acquisition function and internal partners including Legal, HR Operations, Payroll, HRIS, Benefits, IT, Safety, and HR Integration.
- Serve as a central point of contact for system-driven requisition, , offer routing, and onboarding workflows.
- Ensure hiring managers understand and follow automated processes for requisition submission, interview scheduling, interview feedback, and offer requests.
- Partner with the TA Systems Analyst to monitor automation performance, configure and refine iCIMS workflows, resolve system issues, and implement enhancements that improve process efficiency, reporting accuracy, and user experience.
- Communicate changes to TA Partners, onboarding staff, and hiring managers to maintain process consistency.
- Support compliance with background checks, documentation requirements, and work authorization policies.
Do the Work
- Provide management-level oversight of Talent Acquisition Operations, ensuring accuracy, compliance, and consistency.
- Maintain operational governance of automated requisition, interview scheduling, offer request, and onboarding workflows within iCIMS.
- Monitor and guide pre-hire documentation completion including background checks, I-9/E-Verify, tax forms, and state-required documentation.
- Coordinate with Legal on escalated background check cases or questions involving employment eligibility.
- Ensure accurate creation of new hire and acquired employee profiles in UKG and confirm that Payroll, Benefits, Safety, IT, and HR Operations receive necessary information.
- Support HR Integration by reviewing incoming employee data for acquisitions and ensuring proper onboarding execution.
- Provide training to newly acquired companies on Bowman onboarding standards and document requirements.
- Review operational dashboards, iCIMS reporting, workflow performance, and onboarding data to identify opportunities for process optimization, automation, standardization, and improved employee experience.
- Monitor the HR helpdesk for TA and onboarding inquiries and respond or delegate as appropriate.
- Create and update internal documentation, SOPs, reporting guides, and training materials related to automated TA, iCIMS workflow configuration, and onboarding processes.
- Support adjudication coordination with Safety and Legal as needed.
- Assist in preparing required federal, state, or local reporting as needed.
- Ensure confidentiality and accuracy of all pre-hire and onboarding-related information.
- Perform other duties as assigned.

Qualifications:
- Bachelor’s degree in human resource management, business administration or equivalent relevant work experience.
- Eight or more (8+) years of HR onboarding, talent acquisition operations, and/or administrative experience required.
- Two or more (2+) years of HR project management or HR integration of mergers and acquisitions experience strongly preferred.
- Basic knowledge of general HR principles and applicable state and federal laws.
- Demonstrated proficiency in Excel, Word, PowerPoint, AdobePro/Adobe Acrobat, SharePoint, Outlook, etc.
- Demonstrated proficiency using Zoom, Microsoft Teams, or other virtual meeting platforms.
- Demonstrated proficiency using HRIS systems and applicant tracking systems, including iCIMS expertise with workflow configuration, reporting, process optimization, and system-driven recruiting/onboarding processes; UKG Pro experience preferred.
Physical Demands and Working Environment:
- Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.
- Mobility around an office environment.
- Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Range $96,000- 125,000 per year and includes a comprehensive benefits package.
