Position Overview & Purpose
The Recruiter is responsible for leading full-cycle recruiting efforts across LiveOak Fiber to attract, engage, and hire top talent in support of the company's growth strategy. This role partners closely with hiring managers to develop recruiting strategies, build proactive talent pipelines, manage the candidate experience, and ensure timely hiring outcomes. The Recruiter serves as the primary owner of the recruiting process and ATS administration while supporting workforce planning initiatives across the organization.
Essential Duties & Responsibilities
1) Recruiting
- Lead full-cycle recruitment for corporate, operational, field, and leadership positions.
- Partner with hiring managers to develop search strategies and hiring plans.
- Source candidates through job boards, networking, referrals, community partnerships, and direct outreach.
- Screen, interview, and assess candidates for alignment with position requirements and company culture.
- Coordinate and manage interview scheduling, candidate communications, and offer activities through Rippling ATS.
- Build and maintain proactive talent pipelines for current and future hiring needs.
- Ensure a positive, responsive, and professional candidate experience throughout the recruitment lifecycle.
2) Hiring Manager Partnership
- Facilitate recruiting strategy discussions with hiring managers and interview teams.
- Provide guidance on interviewing best practices, candidate evaluation, and selection decisions.
- Communicate recruiting progress, market trends, and candidate feedback to leaders.
- Support workforce planning efforts by anticipating hiring needs and developing talent pipelines in advance.
3) Recruiting Operations & Analytics
- Maintain recruiting workflows, candidate records, and reporting within Rippling ATS.
- Track and report key recruiting metrics, including time-to-fill, source effectiveness, candidate pipeline health, and hiring outcomes.
- Manage open position reporting and provide updates to leadership.
- Ensure compliance with company policies and employment regulations throughout the hiring process.
4) Employer Branding & Community Engagement
- Represent LiveOak Fiber at career fairs, networking events, and community outreach activities.
- Develop relationships with local schools, workforce boards, trade programs, and community organizations.
- Promote LiveOak Fiber as the best team in telecom and an employer of choice, and support initiatives that strengthen the company's employment brand.
5) Employee Experience & Culture
- Coordinating with the Office Team and Site Leader to run regular events celebrating milestones and holidays, recognizing successes, and discussing business updates.
- Serve as a local People & Culture ambassador, helping foster employee engagement, supporting workplace culture initiatives, connecting employees with appropriate resources, and contributing to a positive employee experience.
Knowledge, Skills & Abilities
- Strong knowledge of full-cycle recruiting processes and sourcing techniques.
- Ability to build relationships and establish credibility with leaders and candidates at all levels.
- Excellent verbal and written communication skills.
- Strong organizational skills with the ability to manage multiple requisitions and priorities simultaneously.
- Ability to proactively identify talent and develop candidate pipelines.
- Strong interviewing and candidate assessment skills.
- Ability to maintain confidentiality and exercise sound judgment.
- Proficiency with applicant tracking systems, Microsoft Office Suite, and recruiting technologies.
- Results-oriented mindset with strong attention to detail and follow-through.
Basic Qualifications & Competencies
- Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent combination of education and experience.
- 5+ years of full-cycle recruiting experience.
- Experience sourcing candidates across a variety of functions and levels.
- Strong knowledge of employment laws and hiring best practices.
- Experience using applicant tracking systems and recruiting platforms.
- Ability to travel as needed to support recruiting events and hiring activities.
- Must be able to provide proof of eligibility to work in the U.S.
Preferred Qualifications & Competencies
- Experience recruiting within telecommunications, fiber broadband, utilities, construction, engineering, or infrastructure-related industries.
- Experience supporting organizations undergoing rapid growth or market expansion.
- Experience utilizing applicant tracking systems, preferably Rippling or similar ATS platforms.
- Demonstrated success building candidate pipelines and reducing reliance on third-party recruiting agencies.
