Summary:
The Human Resources Director provides strategic leadership and oversight for all human resources functions across the organization. This position is responsible for developing and administering HR policies, ensuring compliance with federal, state, and local employment laws, overseeing employee relations, benefits administration, recruitment, training, personnel records, and HR operations. The Human Resources Director partners with agency leadership to support organizational goals while fostering a positive, compliant, and employee-focused workplace.
Key Responsibilities:
- Maintain strict confidentiality of all Human Resources records and information.
- Develop, implement, and administer Human Resources policies, procedures, and programs.
- Plan, organize, and supervise all Human Resources department operations and staff.
- Establish departmental goals, objectives, and systems to support organizational success.
- Develop and maintain the employee handbook and recommend policy updates as needed.
- Ensure accurate maintenance of personnel records, medical records, benefits documentation, training records, immigration documentation, workers' compensation records, drug testing records, and other employment-related files.
- Oversee HR information processing and ensure timely communication with payroll, leadership, and other departments regarding employment status changes, benefits, and personnel actions.
- Prepare official employment-related reports and responses for unemployment claims, subpoenas, EEO charges, workers' compensation, and other regulatory matters in coordination with the CEO as appropriate.
- Ensure timely employee communication regarding benefits, leave administration, COBRA, FMLA, employment status changes, and related HR matters.
- Oversee new hire orientation, benefits enrollment, annual open enrollment, retirement meetings, and onboarding processes.
- Provide guidance and training to supervisors and managers regarding HR policies, documentation, administrative procedures, and compliance requirements.
- Manage agency-wide recruitment, employment advertising, job postings, and applicant flow processes.
- Participate on agency committees including Staff Development and Compliance Committees.
- Monitor Equal Employment Opportunity (EEO) compliance and prepare required annual reports.
- Supervise employment verification requests and ensure compliance with agency policies.
- Oversee employee performance evaluation processes.
- Coordinate agency programs administered through Human Resources, including Tuition Reimbursement and employee giving campaigns.
- Ensure HR systems are properly maintained and utilized for reporting, recordkeeping, and data management.
- Conduct annual reviews of agency job descriptions, orientation checklists, and training requirements.
- Maintain systems ensuring employee compliance with required certifications, criminal background checks, TB testing, insurance verification, and other regulatory requirements.
- Exercise responsible purchasing authority within approved budgets.
- Perform additional duties as assigned to support departmental and organizational operations.

Physical & Work Requirements:
- Ability to communicate effectively in person, by telephone, and in writing.
- Ability to conduct presentations and training sessions.
- Ability to work in a professional office environment using standard office equipment.
- Occasional travel between agency locations as needed.
- Valid driver's license, reliable transportation, and proof of vehicle liability insurance required

Job Requirements
Education/Experience Requirements:
- Bachelor Degree in Human Resources or equivalent HR experience in a progressively responsible Human Resources function.
- Minimum of five years of experience in human resources management.
- Professional certification in Human Resources highly desirable.
